James “Blue” Billmeyer

CROSS PLAINS–James “Blue” Billmeyer, 72, passed away peacefully at home on Sept. 17, 2021, one day before his 39th wedding anniversary with Mary Frances.

He was born on Feb. 27, 1949, in Dubuque, IA, the son of Richard and Ruth (Mulligan) Billmeyer. He was united in marriage to Mary Frances (Pertzborn) on Sept. 18, 1982, in West Middleton.

Blue received his associates degree in civil engineering at MATC and worked as a survey crew chief for the Wisconsin DOT until he retired and kept himself busy with work as a mailman, crossing guard and a groundskeeper at St. Francis Xavier.

Texas Man Charged in Burglaries

MIDDLETON–Menes A. Weightman, 43, of Dallas has been arrested for allegedly burglarizing two Middleton businesses on University Avenue last week.

On Sept. 15 at 11:50 p.m., the Middleton Police Department took a report of an attempted burglary on University Avenue when a suspect was seen on video attempting to enter a locked back door. Officers searched the area and could not find him.

Several hours later, at around 1:30 a.m. on Sept. 16, officers were sent to an alarm at Dunn’s Auto at 6516 University Ave. Officers discovered that the business had been burglarized and property was missing.

Later that same morning, a burglary was reported at the Wolf Kubly Ace Hardware store at 6305 University Ave. Video surveillance showed a male matching the description from the first attempted burglary that night loading stolen merchandise into a vehicle.

Police Search for Pair in Alleged Theft

MIDDLETON–Middleton police are asking the public’s help in identifying looking a man and a woman that were allegedly involved in a retail theft that occurred at Costco on Sept. 16. The individuals (pictured) left in a white VW Alltrack with a rear license plate described as orange and a roof carrier.

Town Passes on Child Care Decision

TOWN OF MIDDLETON–Town Board supervisors this week found Dane County’s zoning ordinance too ambiguous to act on a request for an in-home daycare in a secluded residential neighborhood.

The town board asked the county to interpret its zoning ordinance and decide whether Bright Beginnings Day School (BBDS) can operate a childcare facility for seven young children at a residence at 7069 Applewood Dr., in a subdivision adjacent to the Holy Name Catholic Center, off S. Junction Road.

The request has been met with unanimous opposition from the Applewood Hills Home Association which filed a lawsuit alleging the request doesn’t comply with the association’s restrictive covenants against businesses.

At Monday’s town board meeting, BBDS owner and town resident Sarah Tuttle, said she has operated childcare facilities for 18 years and the Applewood Drive location would the firm’s fifth in the area

Village Pay Becomes Budget Priority

CROSS PLAINS–In a year when it lost two Public Facilities employees to other Dane County communities, the Cross Plains Village Board has made staff compensation a priority in next year’s budget.

The village conducted a wage study in 2015 but since then wages have been a “back burner” matter Village Administrator Bill Chang said Tuesday.

At a June meeting, the board made employee pay a budget priority for 2022 and administration began studying what the village pays its staff compared to other municipalities in Dane County and statewide.

“Compared to cities and villages our size, about 4,000 population, we’re doing pretty well statewide. Compared to other communities around Madison, we’re lacking,” Chang said.

Not wanting to lose employees to its competitors, it comes down to determining who are the village’s competitors in the employee marketplace.

City Council Supports School District Curriculum, Approves TIF Amendment

MIDDLETON–The Middleton Common Council adopted a resolution in support of the Middleton-Cross Plains Area School District (MCPASD) development and implementation of anti-racist/ethnic studies beginning this school year at its Sept. 7 meeting. The council also approved the first amendment to the city’s TIF District #5 which will remove land parcels and add others to the district that are deemed blighted and will be targeted for redevelopment. In addition, council approved a rezoning request and general building plan for a major redevelopment project proposed by The Bruce Company which will redevelop the company’s current site on Parmenter St. to construct a two-story retail and office building, up to 800 apartment units and 700 hotel rooms.

Frozen

One winter night, I fell asleep on the couch. When I woke up to go to bed, I first went into the garage to make sure the light there was off. This is part of being a responsible homeowner. 

What’s NOT part of being a responsible homeowner is groggily slapping the garage door opener on your way back into the house. It’s pure muscle memory, because most of the time, when you leave the garage for the house, you have just gotten out of your car, and the garage door needs to be shut. On this particular night, the garage door did not need to be shut, because it hadn’t been open in the first place. On this particular night, it was -7º outside. On this particular night, I went into my bedroom and slept like a baby, without a care in the world. 

You might think: “Oh, so your garage got a little cold. Who cares?”

Eugene "Gene" Arneson

MIDDLETON–Eugene "Gene" Arneson, 80, passed away peacefully on Sept. 4, 2021, with his wife, daughter, and son-in-law at his side. He was born in Stoughton and was raised by Carl and Anna Meyer. He proudly served his country in the US National Guard. Gene spent almost 53 years with the love of his life, Vicki, and together they built their life in Middleton, where they both operated one of the most successful towing and auto repair service stations in Dane County (Arneson's Auto Repair and Towing). Gene was an active member in the Middleton community where he was a former member of Middleton Sertoma, Middleton Optimist and the Middleton Good Neighbor Festival.

Jean Elizabeth Boyle Jolin

SAN DIEGO, CA–Jean Elizabeth Boyle Jolin died on July 28, 2021, surrounded by her family after being diagnosed with multiple myeloma in June 2021. Her survivors include her children Jennifer (Frank Konecny), Marc, Michelle MacLea (Rod), and Robert; and grandchildren Alexandra, Christina, Cole, Nick, Connor, Sharissa and Hannah and great-grandchildren. She also has four siblings Maurine Cloutier (Marc), Joe Boyle (Cathy), Colleen Mclaren (Wayne) and Kathleen Boyle. She often said she lived a wonderful life and felt loved by her family and friends. 

Jean was born on Jan. 25, 1935, in Sioux City, IA. 

She married Robert Jolin in 1955 and they moved to Middleton, WI in 1959. Jean was the first woman elected to the Middleton City Council serving from 1963-1968.

While raising her four children she returned to school and earned undergraduate and master’s degrees at UW-Madison.
